Action taken on accidents on the road "dangerous".

Council leader defends Milton Keynes energy plan

THE head of the Woking Borough Council struck in criticism of the plan for the authority to build power plants in Milton Keynes.

Meeting last Thursday (October 21), Councillor John Kingsbury admits that it would be "to jump on the opportunity" to dispose of the initiative, which already has the Council more than 17 m £ by its subsidiaries.

Mr. Peter Ankers, the only independent member of the authority, has challenged the leader at the level of the Council of the loan and questioned how it would be before that taxpayers have seen a return on investment.

He said: "the interest of the Woking bank pays the Bank of England is about the same as what we pay in tax Council."

Thameswey Central Milton Keynes Limited (TCMK) was established by the Council in 2005 as an investment in the long term for the supply of energy for homes and businesses in part in development of the town of Buckinghamshire.

TCMK withdrew a loan of 5 million pounds of Lombard North Central development and also borrowed money from its parent company, Woking Borough Council.

M. Kingsbury said the Council has a duty to adhere to its commitments but excluded from all other stations of energy after the first was fully operational.

He said: "it is true that the performance we expected from Milton Keynes is less than we had hoped, but we crossed a recession and we know the problems of Milton Keynes.".

Man dies after being hit by truck in Walton

AN elderly man was overthrown and killed by a truck at Walton Thursday morning.

The accident took place in the street of the Church at 9.20 suis.La road with Hepworth Way autour, was closed for several hours, while agents carried out their investigations, with drivers said to avoid the area until that roads have been reopened shortly before 1300.

Tributes left for "legend" killed in a car bridge accident

Messages of condolence and dozens of floral tributes were left at the scene of a Taunton fatal car accident.

Daniel pitchers, who lived locally, died when his Vauxhall Astra crashed at the end of a wall of brick bridge of Ray, Ray Lane, in the early hours of Tuesday 19 and 24.

Car caught fire, but the teams did not sure that there was someone inside until they had extinguished the blaze.

The road has a sharp bends goes on deck, has seen a number of accidents in recent years and Sheila McCrory, owner of the nearby Ray Lodge farm B & B believes that conditions near the scene of the accident driving can be dangerous in the best cases.

She said: "he had a few accidents there in the past."

"Somebody told me that he [Mr. pitchers] went home so perhaps he knew as well road, but there are big things on both sides and it is fairly narrow leading up to the elbow."

"I think it would have been too traffic at the time of the night", she added.

Tributes left the scene was a message from Dr. pitchers, parents who read: "in our bébé.Nous love you so Dan, you light in our lives."We love you and miss you ever.?

Among the flowers and the Cubs, a scarf of Crystal Palace football club was also left.

A single message, simply signed Amy, read: "' I love you and will be toujours.Ne you will never forget." "

Another tribute described Mr. pitchers as a "legend" had a "cheeky smile."

He had worked for several years as a manager at Richmond Bookmakers in Godstone Road, less than a mile from where he died.

Woman found dead in latrines

Trio convicted of violence in the collection of funds on the theme of the JackO

THREE men were sentenced violent disorder after a "terrifying" fight a charity Michael Jackson-themed evening in Oxshott.

Darren Curtis, 21 and younger brother Daniel, 19, 25-year-old Aidan Daly, were found guilty by a jury Thursday after a week at Guildford Crown Court trial.

The long awaited report that was commissioned by the Minister of Human Services and Social Security Priya Manickchand following the completion of the investigation related to murdered teen Neesa Lalita Gopaul was yesterday unveiled, and two of the agency’s employees have been fired.
The Minister yesterday explained and pointed out the many breaches of policy that occurred at the Child Care and Protection Agency (CCPA) which in part led to the death of the 16-year-old Queen’s College student.
According to Manickchand, the investigation was aimed at determining whether there were any breaches in addressing the case; to determine the Officer(s) responsible for the breaches, if any; to identify gaps within the systems used by the CCPA; to determine areas which need to be strengthened/changed as well as to recommend corrective action necessary to improve the service delivered by the Agency.
MISSED COUNSELLING SESSIONS
Manickchand told media operatives that Gopaul’s case was first reported to the Agency on October 19, 2009, when she and a teacher from Queen’s College indicated that she was living in a difficult environment that was characterized by physical and drug abuse and by the threat of sexual abuse. A case officer was appointed.
She said that following investigations, Gopaul and her younger sister were removed from their home and placed in the care of their maternal grandparents.
The troubled teen began receiving counselling and the sessions continued for a few weeks.
“Not too long after the said placement, the grandparents refused to continue looking after Neesa and her sister and sent them back to their mother…The grandparents indicated the refusal of the mother of the children to give more than the $8000 per week for the upkeep of the children as their reason for sending the children back to their home.”
This she said was not communicated to any senior person in the Agency and the said reintegration was not approved by the Director, as is the established procedure.
Neesa Gopaul subsequently stopped attending the counseling sessions and when she was missed by the case worker, several checks were made at the home, but contact was refused.
It was stressed that the police were also involved but were skeptical to act in a more forceful approach in light of the tortured teen fiasco.
The police were ranks from the Leonora Station.
When contact was finally made by the case worker at Queen’s College, despite protests by the head teacher, Gopaul convinced the case officer that she was okay.
The name Neesa Gopaul resurfaced in the CCPA on August 24, 2010.
Manickchand explained that the Agency at that time received a report of alleged sexual abuse from a Social Worker working at a Hospital stationed in West Demerara and the matter was assigned to a second Child Care and Protection Officer.
According to Manickchand, after the first visit, the second case worker was told by the first officer that if she wanted to see Gopaul she had to visit the school.
“No effort was made to visit the school or to report the alleged abuse to the Police or to seek the help of any person/agency/authority in contacting Neesa…Neesa’s body was found shortly thereafter,” said Manickchand.
The Minister said that she found from both reports from the officers involved that the case workers did not follow the documented and/or established procedures for addressing matters that engaged the attention of the CCPA.
Failures
Manickchand conceded that the first case officer failed to report to her supervisor or the Director that Neesa had returned to her mother’s house and failed to report to any senior person that she was encountering difficulties contacting Neesa.
As it relates to the second case worker, she reported a complaint of sexual abuse to the police; she failed to make any intervention in a sexual violence complaint even after a whole month had elapsed; she failed to report to her supervisors that she was encountering difficulties contacting Neesa Gopaul; she also failed to take any appropriate and/or urgent action to allow for contact with Gopaul, despite being advised as to a viable means of meeting the complainant by visiting her school.
Manickchand also lambasted the failures of the CCPA’s former Operations Manager Diana Lawrence who by her own admission, according to Manickchand, failed to do obligatory and necessary daily management of the operations of the Agency, resulting in no proper supervision or follow-up of cases that had come to the attention of the Agency.
She said that over a six-month period, Lawrence had been written to in excess of three times about her failure to perform in the capacity in which she was hired and for her continuous absences.
Manickchand said that the Operations Manager failed to discharge the duties of her post which are specifically stated in her job description.
According to Manickchand, Lawrence failed to monitor the policies, standards and targets implemented for children’s services to ensure effectiveness; failed to evaluate monthly progress reports and statistical returns from subordinate officers; failed to assess training needs of professional staff and with the concurrence of the Director of Children Services, develop and execute programmes for human resource development, and failed to manage the operations of the agency so as to ensure its purpose (to protect children).
Manickchand said that Lawrence also had continued to render professional services to another company accepting remuneration without the permission of the Government, “despite being asked repeatedly to cease and desist from this unlawful practice.”
Manickchand said that it is also clear that supervisors in the Operations Department of the Agency did not show due diligence in following up on the cases assigned to the individual case workers in the Agency.
Remedial Actions
The Minister said that coming out of the investigations the first case officer’s probation will be extended while Lawrence and the other case worker will be dismissed.
Lawrence has already resigned, but according to Manickchand, the dismissal will affect her benefits.
Given the less than desired working conditions for the case officers there will be the immediate preparation of a building to house the Child Care and Protection Agency.
This process began prior to Neesa Gopaul’s murder and assurances have been given by the contractor that the building would be finished by the end of November, Manickchand revealed.
The Minister also said that there will be the immediate development and implementation of a Management Information System (MIS), specially designed for the CCPA.
She said that this process has already begun and some equipment has been acquired
Manickchand said too that there will be the immediate communication to teachers, head teachers and police officers, through the Ministries of Home Affairs and Education – their roles and responsibilities created under the new pieces of legislation as it relates to child abuse.
There will also be the increase in the complement of childcare and protection officers at the Agency.
The Minister emphasized that the Agency is not responsible for Neesa Gopaul’s death.
“The responsibility lies squarely on the shoulders of those who did this fiendish act…Nevertheless, we share responsibility for not providing her with enough protection.
We share this responsibility with the police service and the education system and we share this responsibility with the family members of Neesa and the community where Neesa lived…None of us can be absolved.”
This is the first of three reports that are expected to be made public.
Those of the Guyana Police Force and the Ministry of Education are now due.

Region Four Chairman, Clement Corlette

With just over two months remaining in the year, Region Four has used less than half of the moneys allocated by Central Government.
As a matter of fact, it is more than clear now that there is an all-out attempt to suppress development in Region 4 (Demerara/Mahaica), and evidence of widespread intervention by government officials in the running of the Regional Democratic Council (RDC) affairs.
This was the accusation made yesterday by Region Four Chairman, Clement Corlette who also indicated intentions to apprise his party, the People’s National Congress Reform (PNCR) of a number of critical issues.
Among the most glaring cases, Corlette opines, is the upcoming 50th Annual National School Cycling, Swimming and Track and Field Championships 2010.
He emphasized that Region Four is hosting the event this year, but Central Government is refusing to release funds to prepare the schools that will house athletes.
Arbitrary
“We at the RDC in conjunction with the National Planning Committee have approved schools for the use as the Games Village including Covent Garden Secondary and Primary, Providence Primary, Peter’s Hall Primary and Eccles Primary.”
“To renovate and prepare the schools was quantified to cost $14.7M. Requests were made to Government Ministers, Shaik Baksh and Kellawan Lall, for financial assistance since Region 4 was not provided with allocated funds in the 2010 budget.
Minister Baksh seemed to have ignored my letter to him dated 11th October, 2010, while (Minister) Kellawan Lall refused to support our request for funding,” Corlette told this newspaper.
He accused the government of arbitrarily taking over the event.
“The Ministry of Local Government and Regional Development and the Ministry of Education arbitrarily commandeered control of the final stages of planning and implementation of the agenda for the staging of the games to blunt Region 4 from exuding success and capacity. The Ministers of the Government used their leverage to stifle Region 4 of funds so as to move in and seize control over the final preparation for the games.”
According to Corlette, in 2009, the games were held in Region 6, East Berbice, and from all information available, that Region was allowed to preside over all aspects of the preparation and execution of the games using funds from its budget.
“The situation is ample evidence that Region 4 is under suffocating pressures all the time by the government. In Region 4, the Clerk/Regional Executive Officer and officers maintained a position that there are no funds available to finance the preparation for the hosting of the games, hence request was made to the Ministry of Finance for funds; but to no avail.”
No ambulance
Another issue that clearly showed more interference without regards to procedures had to do with the operations of the ambulance services on the East Coast of Demerara.
“The health services on the East Coast Demerara are without an ambulance service for six weeks now. Motor ambulance PGG 3150 which was based at the Dr. C.C. Nicholson Cottage Hospital was found to be defective.”
According to Corlette, the RDC’s statutory meeting on September 21 ordered the withdrawal of the ambulance from service due to serious mechanical defects including faulty brake system, electrical problems, non-functional lights and absence of equipment for emergency assistance.
An ambulance from the East Bank Demerara was assigned to take over from the defective ambulance and to operate from the Dr. C.C. Nicholson Cottage Hospital.
“To date, the Clerk/Regional Executive Officer has failed/refused to carry out the orders of the Council.
So no ambulance is available to support our regional health services because of ministerial intervention.
“Minister Kellawan Lall is reported to have instructed the Clerk/REO not to cause the withdrawal of the ambulance. The East Bank Demerara-based ambulance was parked for over two months – notwithstanding it is in good working order- due to the retirement of the substantive driver for having attained the age of 55.”
Corlette also accused government officials of stepping in frequently and issuing orders without any contact with the region’s administration.
“Apart from the ambulance issue, numerous reports have and are being received of frequent visits by the Ministry of Health Officials into regional hospitals and health centers in Region 4.
On their visits, it has been alleged that they issue orders, countermand local supervising and management officials and set out their own systems and procedures much to the consternation of hapless, local regional health workers.”
The Region 4 Chairman also alleged that the officials would assign and re-assign medical doctors at their will without reference to the Regional Health Officer, East Coast Demerara/East Bank Demerara.
Crisis Level
“A disturbing element of Central Government’s Ministers intrusion into the business of Region 4 has to do with the undocumented nature of the orders or instructions. Whereas, regional officers such as the REO, Regional Health Officer and other officers diligently comply with ministerial orders and instructions, they are less compliant with observing instructions/decisions of the RDC or the Regional Chairman. They are also unable to produce general official instrument to support their compliance with orders emanating from non-RDC directive.”
The situation is now at crisis level where government ministers seem to believe that they have absolute right or authority to disregard elected regional leaders and give orders to regional staff, according to their whims and fancy, Corlette said.
“As a consequence of the situation, regional officers such as the Clerk/REO, the Regional Health Officer and the Engineer believe that they can or should ignore the orders/directive of the Regional Chairman and or the Regional Democratic Council.”
Contracts
According to the official, the Works Committee of Region 4 has repeatedly complained that a large number of works are being executed without its knowledge due to the withholding of information and documents relating to contracts and bill of quantity.
“On many instances, the Committee is only apprised of the work and issue, after the contract the work would have been completed. The known established rules are after a contract has been awarded, the Engineer is to issue a copy of the contract and Bill of Quantity to the Works Committee’s Chairman. The Chairman is to thereafter visit the worksite prior to commencement of the work; one or more visits may be made while the work is in progress. On the completion of the work, a final visit is to be made to ascertain compliance to the required specification.”
The Region 4 Chairman was of the opinion that the continued reluctance to involve the Works Committee in all stages of the execution of a contract is a cause to suspect that all may not be above board.
“A large number of contractors have been alleging that they are owed for work done months ago. However, the financial records show that a vast amount of the region’s allocation is yet to be used. The above situation indicates that the financial officers may be under Central Government pressure to suppress the RDC Works Program for 2010 to allow hefty reclamation of the unused allocation by the Ministry of Finance.”
Pointing out that only two months remain for the fiscal year before unused moneys have to be handed back, Corlette said that the Regional Chief Accounting Officers seems unwilling or afraid to provide prudent answers to the Regional Chairman and RDC on the cause for such massive unused amounts of funds.
“It must be noted that ten months have been completed for the fiscal year 2010. The people within Region 4 are being denied the benefit of the plans of the regional council because of Central Government’s interference and control.
While for the year, Central Government allocated $12M under Public Works for roads. Records indicate that none has been spent, Corlette noted. In the allocation for education, $55M was earmarked for schools to be rehabilitated, but only $22M spent.
“We have many school fences in Region 4 that need repairs. About $23M was allocated but less than half spent. How is this fair to the people who live in the region and to us who will be accused?”
Under the region’s Drainage and Irrigation programme, $85M was set aside for maintenance. Just less than half was used with indications that several major works are still outstanding.
The situation was the same for the road programmes, with $32.5M allocated but only $4.5M used.
“Many regional roads are yet to be undertaken or paid for,” the Chairman said.
It would not be the first time that the Region’s Chairman would be clashing with the PPP/C administration over moneys being allocated to the region.
Government officials have also criticised the attitude of Corlette, accusing him of being authoritarian.
Attempts were made yesterday to contact Nigel Dharamlall, Permanent Secretary of the Ministry of Local Government, for a comment, but his phone rang out on each occasion.

Man is angry, kills two cutting frenzy

Just around mid-morning yesterday a man went berserk at Howes and Russell Streets in Charlestown, chopping four persons, in a savage attack which left two dead and two injured, and a community reeling.

Dead: Ann Cham-A-Koon

Those killed have been identified as 38-year-old Ann Cham-a-Koon of 60 Russell Street and 75-year-old Cedric Blackman of 57 Russell and Howes Streets. The two injured persons are Radesh Persaud, 41, of 66 Russell Street and Shawn De Souza, also 41, of 58 Howes Street.
The suspect was referred to by residents as ‘Brother Lyte’ or ‘Booy’, who according to the police is a 42-year-old, of Stevedore Squatting Area, Georgetown.
Up to press time yesterday De Souza and Persaud were being treated at the Georgetown Public Hospital. Persaud managed to escape with only a chop to the head, while De Souza was chopped to the shoulder and neck. According to reports, when De Souza arrived at the hospital he was sent for emergency surgery.
Kaieteur News understands that the incident started at Cedric Blackman’s residence.
According to a close relative of Cedric Blackman, the assailant was a ‘family-friend’ of the Blackmans whose house he would frequent and have meals. He was a carpenter and also did odd jobs around the community. The relative told Kaieteur News that around 07:00 hours yesterday, a neighbour indicated to him “yall got to watch Booy because he trip”.
The man who asked not to be named said he was in the kitchen preparing his daughter for school when he noticed something odd about ‘Booy’ so he told Mr. Blackman to keep a close eye on him.
“I tell Cedric yuh got to watch da boy because like he trip, I hear he saying ‘today is a murder day, Selassie tell me clean up de place but you alrite’,” the man related.

According to Blackman’s relative, shortly after he noticed the soon-to-be attacker sitting in the living room next to his young daughter.
“Right away I go and move me daughter… rush she out de house fuh school, and I come back and deh in de kitchen”
The man, once he was back in the house, said he locked the front door but soon after he heard “Booy’ calling for Cedric Blackman.
“I tell dis man don’t open de door and he still open de front door…Mr. Blackman just sit down in the chair by de door and de next thing I hear is Mr. Blackman saying ‘Booy’ is wha happen to yo?’”
Blackman’s relative said not long after he noticed a cutlass waving back and forth in the front door.
“I see this cutlass flying in and out and I see blood spraying…den Aunty come and holla ‘Booy’ is wha you do Cedric?..But ‘Booy’ aint do Aunty nothing,”
According to the man, the out-of-control man then turned his attention on him forcing him to flee the house.
After carrying out the attack on Blackman, Persaud was the second person that the man sought to inflict his wrath upon.
“After dis man chop Cedric all over den he run out on de road and same time da Indian man (Radesh Persaud) de passing and he fire a chop pon he and it barely catch de man because he run in a yard,”.
Kaieteur News understands that Persaud ran into Sean De Souza’s yard for safety with “Brother Lyte’ in hot pursuit. De Souza was also attacked on the road.
The eyewitness recalled that Lyte then turned his murderous passion upon a woman (Ann Cham-a-Koon), chopping away at her until she fell on the street.
This newspaper was told that it was shortly after this that police arrived on the scene, and the man was seen calmly walking along Howes Street with the cutlass in his hand.
“When de police pull up dem say hands up and de man just drop de cutlass and go down on de road and de police collect he and put he in de vehicle”.
The suspect is currently in custody assisting with investigations.

When Kaieteur News visited the home of Ann Cham-A-Koon, her family members were understandably at a loss for words. Her daughter, 19-year-old Rabia Shakoor explained that her mother was at home when the news came that “Radesh (Persaud) just get chopped up”.
Cham-A-Koon’s aunt said that she warned her niece not to go. “I told her, Ann do not go…Do not leave and go there”. The elderly woman opined that if her niece had heeded her warning, she would have still been alive.
Cham-A-Koon is survived by two daughters, Rabia Shakoor and eight-month-old Su-Lin Wallace.
Over at Cedric Blackman’s home, relatives who converged in proximity had to be consoled by each other as they confirmed the news of his demise. They were obviously prevented from entering the house which was completely blood soaked. Moments later ranks from the Criminal Investigation Department were seen entering the house.
Neighbours were seen applying Limacol to one of Blackman’s grand-daughters who appeared to be slipping in and out of consciousness.
Meanwhile, persons in the area said they were of the opinion that the man carefully planned his attack since he was seen sharpening his cutlass a few days before.
“Dis man know exactly wha he do, because about two days ago he deh sharpening he cutlass…and when he done chop dem people he go and wash off he cutlass,” one resident related.
Another resident recalled that the man was even overheard saying that he had to “cleanse the earth of its demons”, after which he walked away in the direction of Blackman’s house.
However no one took the man seriously since he would normally trouble people but never showed signs that he would harm anyone.
“Only yesterday dis man pull out he private part and show Ann but ah tell she just ignore he, he does just deh about de place,”.
Also in the chaos and confusion a woman turned up on the scene openly and loudly stating that she is “Brother Lyte daughter”.
“Me father aint no killer I am his daughter me father don’t kill,” the woman stated.

This sent a section of the crowd charging at the woman who went on to state
“His name is Gary Williams. He is 53 years old! I am Gary Williams daughter and my father don’t kill!” An angry resident who from all indications couldn’t take the woman’s ranting about her father became involved in a heated argument which almost escalated into a fight. However the melee was interrupted by police ranks that were present.

SURREY police officer arrested in connection with an alleged Friday sex attack (22 October).

The PC, which lies at the police station in Reigate, was arrested by agents of Sussex Police over the weekend to report sexual assault in the field of Burgess Hill in West Sussex, has confirmed the Surrey police.

Agent, which has not been appointed, is currently under investigation and was suspended from his duties.

Surrey Police issued a brief statement Monday afternoon confirming the arrest.
